Make a Difference to Our City Region: New LEP Board Opportunity

Liverpool City Region Local Enterprise Partnership (LEP) and the Liverpool City Region Combined Authority (CA) work together to deliver inclusive growth for the City Region.

The LEP provides strategic advice and guidance on economic development priorities, while the CA brings democratic accountability and oversight for the City Region. Working together in this way gives us the insights and benefits of both public and private sectors.

The LEP manages and supports a range of Advisory Boards in the growth sectors and disciplines that are pivotal to delivering inclusive growth in our City Region.

These boards, made up of leaders from the private and public sectors, provide strategic insight, intelligence and guidance to the LEP board, the CA and the LEP Executive in the fulfilment of their strategic activities for the City Region. Their importance and strength are in their detailed technical and specialist expertise, based on practical business experience, providing a wealth of information and intelligence to inform economic strategy and effective delivery.

The membership of sub-boards is open to any interested and suitably experienced individuals from business, higher and further education, third sector and any interested party and member of the public who can provide valuable insight into the sector / focus of the board. These sub-boards are strategic advisory groups and do not have any financial decision-making authority, nor do they have operating budgets.

New LEP Board

The LEP is expanding and strengthening its network of sub-boards and is establishing a new advisory board for Clean Growth to reflect the challenges and opportunities facing the City Region.

We are actively inviting Expressions of Interest from people who wish to offer their expertise join this new board.

Clean Growth Board

Be a Voice for Clean Growth: Building on the work of the Low Carbon board, the LEP is establishing a Clean Growth Board to help inform and guide the pathway to carbon release reduction while promoting a productive, competitive and sustainable economy and the further growth and development of Clean Growth in the City Region. Post COVID-19 we are seeing the appetite to Build Back Better, be a part of this.

The Clean Growth Agenda presents a major opportunity for the Liverpool City Region to play a leading role in creating new sources of prosperity, while also addressing urgent environmental and social issues. With the Metro Mayor’s commitment for the City Region to be zero carbon by 2040, Clean Growth is a strategic priority both for the LEP and the Combined Authority, the City Region has a range of important strategic assets on which to build an effective cluster and a carbon neutral economy.

Geographically and geologically the Liverpool City Region is well placed, with a range of low carbon and energy business capabilities; the low carbon sector employs 27,000 people, working for 1,400 companies, contributing £2 Billion to the LCR economy.

We are becoming a hub for the manufacture, storage and distribution of Hydrogen with developmental projects now moving to the upscaling stage. Offshore energy production also provides engineering, maritime and ancillary service expansion. There are also a myriad of businesses and services starting up to support the key players in this sector.

We are keen to hear from individuals with an active engagement, insight and expertise in Clean Growth, from low carbon energy producers and consumers to clean growth solutions providers in manufacture, transport, and construction including academics and practitioners.

Clean Growth is a key area for growth and development in the Liverpool City Region, growing our City Region’s economy while cutting greenhouse gas emissions. It is intended that this new board’s composition will reflect the diversity of sectors working towards Clean Growth and shaping our environment.

The board will also require a private sector Chair who we would expect to also serve on the main LEP board to represent their sub-board. The appointment of LEP Board members will be overseen directly by the LEP Board and the LEP Appointments Committee. A breakdown of the areas of expertise sought is listed below for guidance but this is not exhaustive and interest is welcomed from those with informed experience and insight outside these areas:

· Energy Intensive Manufacturers

· Health/Construction/Transport

· Energy Distribution

· Specialist Consultants

· Renewable Energy Suppliers

· Public Sector

· Clean Tech Companies

· Procurement

· Sustainability Managers

· Education: Schools/FE/HE

· Waste & Recycling

Key Attributes Sought

  • Understanding of Clean Growth and and its operation locally, nationally and internationally
  • Extensive experience of Clean Growth agendas, especially within the disciplines outlined above
  • Have strong, professional networks within the Clean Growth
  • Excellent communication skills and willingness to share ideas and experiences
  • Passion, vision and commitment to developing Clean Growth within the LCR economy
  • Ability to balance existing commitments with active board participation, including attending meetings.


It has been widely demonstrated that Boards are much more effective if they represent the diversity of the customers and communities they serve. Please note it is NOT a requirement that applicants have previously served at Board level. We strongly welcome new and fresh thinking from those who have not been actively represented before.

How our LEP Boards Work

  • Our Boards typically comprise of 12-18 members of the business community, including leaders from large and small scale businesses, colleges, universities and schools, institutions and third sector, alongside public sector colleagues.
  • The Boards typically meet quarterly, for 2 hours, to an agenda agreed through the Board Chair. They are supported by executives from the Growth Platform – the City Region’s Growth Company, established by the LEP and CA.
  • They are relaxed in style and involve a strategic and practical dialogue on the key issues facing sector areas, working to determine priorities and suggestions for delivery to provide insight to inform the LEP and the Combined Authority in the development of strategy and its implementation.
  • The boards draw strength from their members’ technical expertise, practical business experience. Board members typically serve 3 years, though this may be extended, by agreement to a maximum of 6 years.
  • The individuals appointed will be expected to apply themselves to developing or challenging strategies designed to deliver growth in each of these areas.
  • LEP Chair and Board positions are not financially remunerated, but reward comes in being engaged in driving forward important agenda for the benefit of current and future generations.
